Project Director, Sports Betting, AGCO
Doug is the Project Director for Sports Betting at the Alcohol and Gaming Commission of Ontario (AGCO), an arm’s length regulatory agency overseeing the province’s gaming, alcohol and horse racing industries. In this role, Doug is responsible for developing and setting the overall strategic approach and implementation plan for the AGCO’s expanded sports betting mandate and regulatory framework. Since joining the AGCO, Doug has served in a number of diverse and escalating roles including in Strategy and Policy, Legal Services, Operations, Corporate Services, and Communications and Corporate Affairs. Doug co-led the successful merger of the Ontario Racing Commission with the AGCO, has played a key role in the AGCO’s transition towards risk-based, outcomes-based, and compliance-focused regulation, and led the establishment of the policy development, strategic planning and data analytics capacities at the AGCO. Ali Bartlett

Ali Bartlett is a partner in the Gaming Group at Bose McKinney & Evans. She also serves as a principal in government relations with Bose Public Affairs Group. Ali focuses a large part of her practice on assisting clients in regulatory compliance, corporate and licensing matters within the casino gaming and state lottery industries, as well as in governmental affairs and policy matters within the same sphere. In addition to her work in regulatory and administrative law, Ali also assists clients in election law matters on the local, state, and federal levels, including with matters related to campaign finance, PAC compliance, and candidacy challenges, including before the Indiana Election Commission. She also has broad experience in legislative lobbying, municipal law, government procurement and general government regulatory work. Ali is a member of the International Masters of Gaming Law, serves as a Board Member for the Greater Indianapolis Republican Women’s Club, as the 7th District Vice Chair for the Indiana Federation of Young Republicans, and is a graduate of the Richard G. Distinguished Fellow at UNLV
Becky Harris recently finished her term as Chairwoman of Nevada Gaming Control Board (NGCB), where she was the first woman to hold the position. As Chief Regulator for what many view as the gold standard in gaming regulation, she helped guide the Board through a number of controversial matters including sexual harassment issues, challenges involving the legalization of recreational cannabis and its relationship to gaming regulation, the repeal of the Professional and Amateur Sports Protection Act (PASPA), the emergence of sports betting across the United States, and various Wire Act issues. This was in addition to her oversight of the world’s most highly regarded gaming regulatory body and serving as an ambassador to other gaming regulators from around the world. At present, Harris has been named as a Distinguished Fellow in Gaming and Leadership with the University of Nevada, Las Vegas (UNLV) International Gaming Institute (IGI). In this capacity, Harris works with regulators, operators, academics, and other stakeholders on a host of gaming and leadership related issues and projects. She was featured as a keynote speaker during the triennial International Conference on Gambling and Risk Taking, with the topic of “#MeToo: What can we do?” Following her tenure with the NGCB, Harris joined UNLV’s International Center for Gaming Regulation (ICGR) which is part of the IGI. As an academic fellow with an emphasis in the study of sports betting, Harris collaborated with stakeholders on behalf of the ICGR to finalize the formation, launch, and first convening of the U.S. Sports Betting Forum, an outlet designed to provide a neutral forum in which stakeholders can convene to discuss policy and regulatory issues relating to legal sports wagering. Harris’ work and scope at UNLV expanded beyond sports betting in the development of further regulatory and policy issues that surround gaming across the globe. Ms. Harris represented State Senate District 9 in Clark County for two legislative sessions. During the 2017 Legislative Session, she served on the Senate Judiciary, Finance, and Education Committees. Additionally, she served as the Treasurer of the National Council of Legislators from Gaming States and was selected to Chair its Committee on Responsible Gaming. Ms. Harris also served as Nevada’s State Director for Women in Government. During the 2015 Legislative Session, she served as the Chair of the Senate Education Committee, Vice-Chair of the Senate Judiciary Committee and was a member of the Senate Commerce, Labor and Energy Committee. While practicing law in Las Vegas. Ms. Harris’ areas of focus included counseling business clients in entity formation; maintaining compliance with State and Local Regulations; contract negotiations, commercial leases and dispute resolution. Ms. Harris studied Political Science and French at Brigham Young University, graduating with a Bachelor of Arts in 1989. She attended J. Reuben Clark Law School at Brigham Young University, graduating in 1992. Brandon Mastromartino

Assistant Professor of Experiential Marketing at San Diego State University
Brandon Mastromartino is the Principal and founder of Mastromartino Sports Marketing (MSM). He is also an assistant professor of experiential marketing at San Diego State University's L. Robert Payne School of Hospitality and Tourism Management. He completed his Ph.D. and M.S. in Sport Management from the University of Georgia and his B.A. in Media and Communications from the University of Western Ontario. Brandon has worked as a consultant in the sports industry for a long time and has a lot of experience in market analysis, sponsorship strategy, user experience (UX), program development, and measuring the marketing and sponsorship return on investment (ROI). He has done work for sports teams like the Atlanta Braves, the New York Mets, the New York Rangers, the Florida Panthers, the Los Angeles Football Club, and Major League Baseball. He has also done work for companies like Blue Quench, BMW, FanSaves, and Coca Cola. Dr. Mastromartino's research focuses on understanding the psychological aspects of sports fans and how socio-cultural factors affect that understanding. Brandon's research, which is mostly about the psychology of sports fans, focuses on two main areas: (a) the psychological and sociocultural aspects of sports fan communities, and (b) how sports fans see themselves. Brandon Mastromartino has used theories from behavioral science, social economics, social capital, and consumer psychology in his studies. When he does research, he wants to look at important issues in sport consumer psychology so that he can make long-term marketing plans for sports organizations and move the academic field of sports marketing forward. He has written more than 20 peer-reviewed articles and book chapters, and he is the editor of a new research book called "Digital Marketing in Sports: Global Perspectives," which will be published soon. Dr. Mastromartino has taught sports marketing and hospitality/tourism management at the University of Georgia, San Diego State University, Southern Methodist University, and the University of North Texas. Originally a native of Toronto, Canada, Brandon now lives with his wife Allie and two dogs in San Diego, California.

Brianne Doura-Schawohl is founder and CEO of Doura-Schawohl Consulting LLC. She most recently served as Vice President of US Policy and Strategic Development for EPIC Risk Management, a global harm prevention consultancy, conducting work in over 24 countries. Prior to her role at EPIC, Brianne served as Legislative Director for the National Council on Problem Gambling (NCPG). Her experience includes a decade of leadership in advocacy, public policy, government affairs, and communications. Doura-Schawohl’s practice spans a wide range of work with executive and legislative branch officials and private sector stakeholders at the international, federal, state, and local levels of government. She has a history of achievements in United States Congressional legislative work, including a diverse portfolio of complex problem gambling policy issues. This continues to be invaluable in her ability to make a difference on behalf of people with gambling problems around the world. Doura-Schawohl works with Congress and numerous state legislatures and regulators to provide expert advice on gambling policy. She continues to work with stakeholders on both sides of the aisle.
